If you want to transfer for academic reasons, I say go for it. If you want to transfer for more opportunities on the track, I think you have plenty of room to grow in D3.
While you would certainly be valuable to a lot of mid level D1 teams (especially in cross country - sub 25 8k times are almost always valuable to mid-major D1 schools) - you are also not dominating D3 competition.
My 5k pr of 14:51 was set at a decent sized D3 invitational. That put me mid-pack in the second fastest heat. I imagine you will run faster than that in college pretty easily if you stay healthy. However, 14:30 is worth a good deal in D3, but not so much at D1. Be honest with yourself about the reasons you want to transfer, and you will probably make the right call.
