I didn't go to either school, but as someone who knows both very well, you can get into the honors program at Central and pay zero tuition, possibly pick up the rest on an athletic scholarship.
UCONN coach wouldn't go hard after a 4:19 guy. UCONN doesn't have a guy with a shot at a 4 minute mile, Central does. UCONN gets good runners and makes them average. Central gets average runners and makes them great.
UCONN has the better education
unless you're set on D1, check out CMU. traditionally a great XC and mid-distance program. they just got a new coach, seems pretty intense and should only build on the tradition
Dartmouth is growing its CS department, and having it have more cross over with the engineering school. Has a couple of claims to fame too, Basic was created there, and had one of the first remote computer hookups, so that there was an interface in Hanover, but all the information was sent down a line to a computer at MIT, since it was before Dartmouth owned any computers (back when computers took up a whole room or more)
CMU or say Cornell are great places/educations and you can run seriously there.
However, doing both will be a challenge for someone who is only top 10 in there HS class and has only run 4:19 as a junior.
You are a good runner and a good student, you are going to need to ask the question, can I be great at something?
Your question here suggests you want to try for running. For that I suggest, Villanova, American or BU not necessarily in that order.
It depends on how competitive you want to be. I don't think 4:19 will get you looks from Syracuse or any other powerhouse school, but some smaller schools could give you money. BU, Northeastern, Harvard for the Boston area, all the Ivys except Cornell, you probably would walk on there instead of getting money.

Here are a couple of schools no one has mentioned.. First I'd point you towards a DIII school.. Better academics and if your grades are good you could qualify for a merit scholarship.. Check these schools out 1. Dickinson. 2. Washington & Lee 3. St. Olaf 4. Bridge water College 5. Emory
Focus on the school and forget about the running. You can run anywhere.
Find the right school and it will all flow from there.
