So? That would be good actually, as everyone would make an honest effort, the same as is done in swimming, where records and conditioning keep advancing much more quickly.
That's true about variable conditions, but that's usually not the case.

I wonder how that compares with previous World Champs.
Having time qualifiers is absolutely the right thing to do. The problem is when you have too few auto qualifiers by place, which was the case in the steeple qualifying. You need to reward those who ran faster without penalizing everyone in a slow heat. Hence, a balance. 2 to go through auto in the steeple and 800m heats was wrong. Amos should be in the final. But you can't just bring in all kinds of 1:47-8 runners from one heat while excluding 1:45 guys from the other heat.
