So my coach just gave me my training schedule for xc this fall. He wants me to do 5 miles Monday though Friday, off Saturday and 6 on Sunday. Can I make the jump from 28 minutes to 25 minutes with this summer training?

No, you cannot run a sub 25 8K on 31 mpw.
If you triple your mileage and you have talent you have an outside shot at it.

If you are currently capable of running a 28 min for 10,000 meters on the track, yes, you will be running 25 minutes for 8k XC in the fall.
