The 60s by landslide. Easiest question ever.
Good question. Both will make them hurt quite a bit, but still the marathon pain will be worse for a 8mpw hobbyjogger.
The reason is because their sprints will be so slow. Have you seen a true hobby jogger try to sprint? Not many have, since they rarely try it, at least when someone is watching. It's hilarious and embarrassing at the same time. They just don't have it in their CNS to really sprint.
Make it a half marathon and it'll be real close.
