You are talking about programs like affirmative action.
Protected classes are NOT affirmative action. Protected classes simply mean that when employing someone, selling something, renting something, etc., an individual or organization cannot discriminate based on certain characteristics such as race, ethnicity, religion, etc.
As others have stated, but some like you fail to grasp, special privileges for certain groups has NOTHING to do with protected classes.

If you mean who determines what a "protected class" is, it is defined in the Civil Rights Act of 1964, the Civil Rights Act of 1968 and various other Acts passed by Congress and approved by the President.
I'll leave it to you and jjjjjj to debate whether the socioeconomically privileged should have better access to politicians, massive tax breaks and tax subsides. That's a different discussion unrelated to "protected classes".
