Here are my suggestions in descending order.
1. You'll need lots of RAM, 16 GB would be more than plenty and a little overkill.
2. I highly recommend an SSD drive, specifically the Samsung 840 Pro
3. You need to configure your browser to move your cache to RAM, and to use RAM Disk. Here are links on how to do that.

Use Linux because it is open source and you can modify the source code and browser source code, the RAM disk, and you can use almost any browser. If you don't like Linux, then I have to recommend Macs but I'm not sure how configurable Macs are. Windows always break down on me so I hardly ever use it.
5. For browser I would recommend Firefox since it is highly configurable and open source. Second to Firefox would be Chromium. Third would be Chrome.
