Discussing whether it was appropriate to inter Japanese citizens under the same constitution that soldiers died defending does teach students how to think.
The lawmakers are essentially against education.
Why can't they just teach FACTS. Students writing about or debating the topics you mentioned is fine as a small part of the course, but the textbook and lectures should say "the American soldiers did x, y, and z during the war" and "Japanese citizens were placed in interment camp for x, y, and z reasons (eve if you don't think they were good reasons)" and let the students form their own opinions/think critically.
