I lived in Montana one winter in high school, and slept in the basement. My parents had the heat on upstairs, but there was no heat in the basement, and the outside temp got down to 40 below zero. I got cold but snuggled up under the blankets and was fine. I told my mom about that many years later, and she asked why didn't I turn on the electric blanket. I knew one was on the bed, but I wasn't used to using one. Now I would use it, but I was fine with just blankets, and I preferred that to having the basement be too hot, like it was upstairs.
and here I am in Texas where half of the winter turning the thermostat to 60 would be turning on the A/C, not the heater. That said, I prefer too cold over too hot when inside, as you can always put on more clothes or blankets. In the summer we run industrial fans inside the house and it saves money on the electric bill vs cranking the A/C.

People are different. I just checked and it's 20C (68) in here and I have on decent clothing and just had a meal after being out and about and I'm cold.
At the end of the day you need to talk to your roommates about it and come up with a solution. There's no point being uncomfortable all of the time. I'm sure lots of people like the temp at 60, and lots like it at 70.
