It sounds like the OP doesn't plan on being a professional runner after college.
so pick the one with the better academic program and a coach that will develop you well.

What about being the worst of the worst people?

Go D1 unless you can't find a good program. There's nothing worse than being the best of the bad people.
I think it depends on if you enjoy winning more or the "prestige" of saying you run D1.
For my money I would much rather go D3 (and thats what I did)
Also the above poster is a jerk who probably has a lot of unresolved personal issues
Unless you have legitimate ambitions of racing at an elite level (professional, olympics) OR at least a legitimate chance at a major scholarship, go with the best academic school. The world has little use for the #7 man on some random D1 cross country team.

So, just a hypothetical, if your choice is Pitt (bad D1 program, ok school) or CMU (elite D3 school and pretty good running program), you should go to CMU.
Pitt is a really good school with a decent team, what do you mean?
So, in New England, Williams versus UMass , Bowdoin versus U Maine, Wesleyan versus University of Central CT.
You make the call.
Also, if you're an all American in college you can put that on your resume when you graduate assuming you're not going pro! I've had alumni tell me that they got really good jobs because of being an all American.

Pitt is a good school with a solid team. Carnegie Mellon is one of the best universities in the country with a team far more competitive at their level. CMU tends to get less talented athletes out of high school, so coaching is probably comparable. You make the call.
