What are your times? You probably won't be a 400m at LSU unless you think you can to 46 sec or under. They've had good 800 m runners in the past. They are mainly a sprint/hurdle/jump school. Plenty of nationally competitive collegiate and post-collegiate athletes in those areas come from LSU.
im a sub 1:50 800m runner. I like there facilities and guys on team are cool. do you think they have a chance at ncaa title these next years?

There long distance isnt the best. They got a new XC and assistant track coach Khadevis Robinson
Coach Robinson is slowly putting together a solid team at LSU. It might never be on the level of the top tier teams because LSU likes to give their scholarships to sprinters, but coach Robinson did some great things last year in the 800-1500 during a year where he showed up literally the week before XC. LSU has always been friendly towards 800 runners. LSU is also a fun school to be at.
I would HIGHLY recommend LSU for mid distance runners. They have one of the best mid distance coaches in Khadevis Robinson. There facilities are also some of the best. I have met him in person and he is a very nice an energetic person. They aren't the best at the longer distances but they are getting better I would highly recommend emailing him if you have actually ran a 1:50
Well, they've produced quality 800m runners in the past. Khadevis Robinson certainly has the pedigree as a runner. I don't know about his coaching but another poster seemed pretty positive about the job he is doing. Perhaps they are primed to step it up in the middle distances. They didn't do much there last year but if are turning the corner you could be in on that. You shouldn't have an issue getting on the team with the time you posted. They haven't really been known for the 1500m. They had a low 45 guy, 2 mid 46 guys and a sub 50 400m hurdler so I wouldn't worry about running the 400m or the 4x4. But definitely there is potential in the 800m.
As for if they can contend for a national title... I think they can be top 5 like last year. But their points came pretty much only from the sprints and they weren't the top in the country at that. They need a little more balance. An improved middle distance crew could help.

Define 'lead'. The fastest recruits or the schools most likely to improve your times?

Look... If you feel comfortable with the team, then go there. LSU has produced quality 800m runners in the past. Now they have Coach Robinson. If you can, give it a shot.

IF you are a pure 800m guy, then I can't really fault going to LSU. However, they have not produced a quality 1500m or up male in the last 8 years and not many ever before that. Historically, they have had a few studs but no depth in the distance events. There are not many places to run, and the weather is brutally hot for 9 months out of the year.
Coach Shaver has not had much success on the national level. The first few years after Pat Henry left they were competitive on the national level, but that level of success has been slowly dwindling year after year. I highly doubt they will be in the hunt for a national championship during the next 4 years, but then again at a school like LSU it only takes landing 2 or 3 studs to change everything.

Having worked with KD in the past, I would highly reccomend him. I am not the biggest fan of his personality but he definitley knows how to get someone fit and better. Took a 2:20 girl to 2:07 last year. With the men he saw two people go under 1:50 for the first time in their careers. If you like the culture, then go there. The only negative factor would be the weather, which makes longer distance training difficult, but it shouldn't be terrible for the 800
