180,000 of those were between 1988 and 1990. In 1990 the President re-iterated his support for Saddam and the US ambassador said the US had no stance on the Iraq/Kuwait border dispute. A week later Saddam invaded Kuwait.

The point being Saddam was a ahole who murdered thousands of his people but so have half our allies in the Middle-East. ISIS would not be around if he'd been there today.
