In my high school, in my class year, we had 3 kids break 5 minutes, and we were a fairly normal school. In addition, there were probably 2-3 others that could have done it if they ran track. So, that is about 5 out of 100 boys in my class year. So I say 5% for boys.
For girls, the % is probably effectively zero, as there are probably only a few dozen in the country that can do it.
So, total population, I'd guess 2-3% can break 5 by the time they leave high school. Maybe a few more in college, so my guess is perhaps 3% of the entire US population could do it.
