Track & Field needs to completely reorganize. It should restrict itself to about 10 events for marketing. 100m, 110mHH, 200, 400, 800, 1500, 3000SC, 5000, 4x100 Relay, 4x400 Relay. Of course you'd have to drop the "Field." Let's start with...

USTL (UNITED STATES TRACK LEAGUE)
Two conferences:
EASTERN CONFERENCE: Atlanta, Boston, Chicago, New York
WESTERN CONFERENCE: Colorado, Los Angeles, Oregon, Phoenix
Round Robin in each conference (3 meets each), plus one inter-conference meet, top teams meet for championship, all-star meet after championship. That's a total of 6 meets to start off with. If it can't be successful on such a short run then it never will be in this country. During the summer of course. 4 athletes per team per event. No more than 40 athletes on team roster. Meet and television coverage is one hour. Athletes sign contracts for all 6 meets and train individually on their own (with own coaches) and check in with head coach on training progress during the week via email or whatever.
Assuming the league is a success it can expand on individual contracts and lead to a draft. Once the league is at the level of a draft then college track and field will boom. However, the league needs to also look at starting it's own private training camps (i.e. farm systems) as a means of development, as opposed to the scholastic system, especially at the high school aged level.
