The mile at the start is just a quick burst at tempo pace. This is just a warmup, really. Thus, I think the 400s should easily be run at a pace faster than race pace with 90s rest. I'm going to say you'll run 73/lap for the mile so 4:55 roughly for the full mile.
Second the last guy, $:55ish, maybe low 4:50s
