The US has done the above in it's colony of Israel since the 1940s period.
There's no reason why we should not be able to do the same in the U.S. as long as it's done fairly and non-abusively.
New York State, specifically the lower Hudson valley and Long Island already do this with property taxes, see recent articles about our great state having the most segregated schools in the country and ask any of us paying those taxes.
