They did not receive a lifetime ON COMPETING AS ATHLETES. They are not competing as athletes. They are going a USATF coaches for Team USA.
The USATF Code of Conduct says that a coach may "Not have been found by the relevant authorities to have committed an anti‐doping rule violation or to have enabled an athlete to commit an anti‐doping rule violation;" and "Never have been sanctioned for an anti‐doping rule violation by the U.S.
Anti‐Doping Agency, World Anti‐Doping Agency, International Olympic Committee, International Association of Athletics Federations or any other governing body."
