a lot of countries do that...
Exactly this in pretty common in many countries and not that big of a deal.
Most Americans do need to get out more.
How does experiencing a feces ridden wastebasket enrich your life in any way? I think people want to get out more for other reasons.

Americans get out plenty. I've lived overseas for years, been to 25 countries on 4 continents - Americans are the one group you're bound to meet everywhere. We just have the good sense to generally avoid places that fill their trash bins with human excrement.

Incorrect.
That will be Australians. Or Kiwis.

No Americans don't get out plenty. Yes some do travel a fair amount owing to their wealth and ability to afford flights, business influence around the globe, military influence around the globe, and not to mention sheer numbers (300+ million), but they are especially unworldly. Some 10% of Americans even have a passport I believe?
And Aussie travelers are generally the worst. Loud and drunk 24/7. Americans are actually pretty respectful of others cultures IMO. But they need not be shocked at the TP situation in many countries. If they traveled further than the usual spots Western Europe, Mexico, Carrib, they'd see the TP in bin thing more.
Many people in less developed countries are chronically dehydrated and don't need much tp anyway.
Choosing Sochi for this Olympics was having altruism go a bit too far. Not all countries are equal. Some are just better. They never should have chosen Russia for this.
Only gays use TP. And there are no gays in Russia.

They sometimes have flushing-noise machines too so people can hide the sounds of their defecation and urination without wasting water.
See, THIS is smart.

That flushing noise machine kind of got carried away a little while ago.

10%? Why would you make up a number like that? 100% is a closer order of magnitude. Over 1/3 hold passports:
http://www.forbes.com/sites/andrewbender/2012/01/30/record-number-of-americans-now-hold-passportsAussies may travel more on a per capita basis, but Americans dominate them in every locale except for perhaps SE Asia. When I was in Sydney I would run into Americans A LOT more often than I have Australians on either US coast. Not to mention my years living in NE Asia and Europe.
