Obvious answer here is a hawk.
By smallest, you obviously mean lowest mass.
hawks are birds, known for their light bodies. a hawk is no more than 10 or 15 pounds, max.
It's beak, and talons are both in excess of 5-6 inches and razer sharp. It could swoop up onto you and sever the arteries in your neck, arms, or legs, before you knew what hit you. They're agile enough that even if you did see it coming, you couldn't stop it.
