look on the nyrr.org website and search the many available clubs.
you should take a look at the clubs' websites and social networking sites - you can get an idea of what they value from that.
For example, CPTC is more competitive but does have a set of 20 somethings who are social.
the dashing whippets are more social and less competitive. fewer masters.
West side runners is mostly non english speaking.
urban athletics has a competitive elite then a gap.
and then ask if you can come to a workout or two with each team. You'll get a sense of how they are different.
I'm on CPTC and can answer any questions you have about it.

Where will you be living? What kinds of runs / workouts are you looking to do with a group?

another thing you can do is look at race results on the NYRR site - look at the club team championship in august, and sort by team. See where you would fit in timewise to make sure there is would be people for you to train with.
I just moved to the LES; Formerly a competitive (D1) xc/mid distance runner. Now, not so much. Looking to slowly get back into it.
I guess you can meet runners at the east river track you have lots of choices
Honestly, you should hit up some of the local running shops and ask about their running groups and different groups in the city.

CPTC works out at the 6th street track every tuesday night from march-november. that would be very convenient for you.
winter tuesdays they are at the armory (not convenient)
all thursdays they are in central park
but if you are really thinking about runnign just a little...I dunno. Niketown and jackrabbit have group runs...maybe a club is more competitive than you want.
join a club team, there are many if you check the nyrr website & many of them train at the east river track for workouts. the harriers, whippets, and north brooklyn, most other teams go out for drinks after runs and seem like nice groups of people.
if you're good enough you could consider CPTC or NYAC but they seem more exclusive and hardcore.
Coming from a competitive background you probably know someone who's already in a club or a friend of a friend. There are thousands of New York City club runners.

Cool. Agree with some other posters on this thread that the NY Harriers [newyorkharriers.com] and the Dashing Whippets [meetup.com/dashing-whippets] could be good possibilities for you. You also might what to stop by the Armory for one of the NYRR Thursday night indoor meets [http://www.nyrr.org/races-and-events/2014/nyrr-night-at-the-races-0], where you'd be likely to meet people with running backgrounds similar to your own.
