If you are talented and trained with a theoretical genetic limit of 15:00, then you will drop time easily once you break 18 as a freshman in HS.
If your limit is 17:30, then of course it will be slow going.
For me on a 25mpw HS training regime I went from 19:1x (Soph) to 17:4x (Junior) to 17:0x (Senior). I didn't run year round until the summer before my Junior year. In my case, not an especially talented guy, yes, my progress slowed down in HS as I broke 18. But if I had run year round in HS and 40 or even 50,60mpw, who knows how fast I would have been.
