It is kind of interesting to think what would happen if numerous school districts followed suit. Looking at google maps, Radford High is located in a moderately rural area. If the policy isn't overturned, they should get permissions & spend a summer cutting trails & "building their own Portsea" a la Percy Cerruty.
Heck, on non-speedwork days, just tell the kids what distance to run and let them do it from home. If it's such a small town, they could certainly get together and run on their own.
