This is pretty indirect advice, but just by doing a little research it sounds like anyone can run for their school's club regardless of used-up eligibility. I say this because someone I used to run against in college, and who I know used all their eligibility, is in the results for the NIRCA XC championships. And I know its the same person, because their team won the title and this person is in the picture of the champs on the NIRCA website clubrunning.org
It sounds like it would be a great thing to get involved in for old D1 people who maybe dropped out and whose clock has expired by the time they go back, or for people who are in grad school.
