I always wondered why Cal hasn't shit canned Sandoval the way UCLA flushed down the toilet Bolden/Venegas and the way Stanford jettisoned into the vaccuum of outer space Floreal/Lananna/Gerard. It's because the power base of the Cal & Stanford alumni associations are in Los Angeles and Orange County where they do not care since Cross Country and Indoor Track & Field are not Olympic sports.
Keep in mind Cal/UCSF is the #1 university in the world according to the fully transparent Shanghai Rankings. Of course that is no excuse for the Cal XC Program given the huge quantity of Olympic medals the Cal Athletics Department has won. (Cal is fourth in Olympic medals behind USC, UCLA, and Stanford).
