What are some of the prerequisites to run a 19:00 min 5k? Like a certain mile time?
bare minimum 5k time is like 5:39 in my opinion.

When I was in high school, a freshman girl on my team broke 19 minutes in the season-opening invitational. She had never run before. She didn't have to pass any courses or tests or run a mile or anything, all she had done before was play soccer. She ended up state champion, without paying any dues at all.
Now of course that is cheating, she must have been doped to the gills, but it can be done. There is no prerequisite.
If you're capable of a 5 minute mile, you're likely capable of a 19 minute 5k, at worst.
obviously I was joking about the doped to the gills part, in case that former freshman girl reads that.

Depends on your mileage. In high school I ran the 800m in 2:15. I never ran the mile but I think I would have been able to run it in 5:20. My fastest 5k XC was 19:40. I clearly had the speed to do it but didn't have enough endurance.
5:20 is not a guarantee of a sub 19:00 5k performance.
what kind of workouts do you do?
During summer training for XC i was doing about 40-50 miles a week. Tuesdays were shorter tempo intervals like 5x1000s or 6x800s. Thursdays were longer tempo interval days like 3x2k. And sundays were 8-10 mile long runs at about 7:30 pace. All other days were easy runs. I ran my PR of 5:20 during a time trial the last week of summer training.

i don't really see tempo runs in there.
what is it for you to go out and run 3 miles at 6:40 pace?
There are guys who run the mile in 5:00 who can't break 19, and there are guys (mainly women) who barely can break 6:00 and can still muster out at 19:00 5k, it just depends on your training and genetics.
My guess is that anyone who can run 4:45 or faster for the mile can easily break a 19:00 5k, and pretty much anyone who runs slower than 6:00 can not break 19:00. But other than something as wide as that, there really is no set rules.
I ran a 19:19 on my first 5k, it was my sophomore year. I didn't run a single mile over the summer and had only done about 3 weeks of 15 miles prior to the race. My freshman track mile pr was a 5:27. I think it all depends on the person and their maturity. One of my teammates this past season was a 50/400 and 1:57/800 but never managed to go under 19:30 during cross country. 40-50 miles a week is a lot and can get you down to the 16's if you implement speedwork. If you run 50 slow miles, you'll grow to be a slow durable runner or you can do 20 quality miles a week (like I did), all under 6:30 and easily crack the 17's.
Prerequisites to run a 19 minute 5k:
1) Must not be morbidly obese.
2) More than one leg must not be broken.
3) Must be between the ages of 2 and 117.
4) Must be alive.
If you fit all of these criteria, you are a sub 19 minute 5k runner.

Dude if you can run a 4:45 mile you should be sub-17:00 5k, 19:00 should be a tempo jog. Anyone putting in 40-50 miles a week capable of a 5:30 mile shouldn't have much trouble hitting 19:00 in an optimal attempt.

He was giving you the broadest possible range citing the extreme scenarios.

Bolt could run 4:45-4:50 for the mile and I doubt he could break 19 for a 5k.
Because of XC Training? My first meet is next week. Im not just gonna run a 5k all out in the middle of training
I bet one million Jamaican dollars that Bolt could jog a sub 19:00 5k.
