I doubt those times are full scholarships at the best schools but it is a decent guideline.
I would say that the full scholarship times you give would be half scholarships at the better track schools. The half scholarship times are more like 25% at the better programs.

I'm with a major women's program in the midwest and we really don't have set "standards." We look at our needs, if the athlete will be able to come in and score in the conference meet immediately...if so, in how many events? Their market value is also in play...Are other schools of our caliber offering money, if so, how much?
There's a lot that goes into the decision to offer funding, and only a small part of it has to do with times, heights or distances.
So suppose you had a girl who was 15 and was capable of running, 27 or less for 200, 60 or less 400, 2:20 or less for 800 and 5 or less 1600. Then maybe 17:30 or less 5k and 120:00 or less for half. Would that kid be scholarship material if she just stayed the same or improved little? The average mileage now would be around 30 to 35 weekly. She also gets top grades.
If the young lady has run 17:30 for the 5k, she will be a very hot commodity.
Those times would get you a full scholarship.
What kind of schools might be interested? Suppose she actually improved in the next three years. Like 17:00 5k and maybe 4:30 for 1500 and 2:15 for 800?
