Where is the absolute most lawless place on planet earth?

There are two ways to define "lawless"

1. The central government does not have control

2. Citizens do not have any common set of understanding/values, and so attack/rob/rape each other regularly.

1. Places like Liberia, the CAR, Somalia, Pakistan, NE India, and the border areas of Mexico all qualify.

2. Border regions of Africa 9tribal friction), The Philippines, Papua New Guinea meet this criteria.

Many places in the world have a much lighter government hand, where things like vehicular manslaughter is settled with a payment, and there really is no further recourse. This happened to a friend in Taiwan. His mother was urged by a lawyer to just take the money, and leave.

Kind of in this same vein, has anybody here ever been to Uganda? I saw a job opportunity over there and I'm curious to hear what it's like from someone who has been there firsthand. I've read mixed reviews elsewhere.

Unfortunately for all the Israel-bashers, it's rated as the only free country in that entire region of the world. Better luck next time.

I think that countries like Chad, DRC, and Somalia would be high in the lawless category.

Honestly that whole area is a clusterkcuf. I wish Obama would send the U.S. Army to disarm the Israel militants and Hamas militants and install 4 star General Petreaus as the Governor General for 5 years. Already the old PLO, Fatah, and Hamas have so many embedded spies in Mossad, Dimona, GOC HQ, submarines off of Iran, etc. the occupation regime is issuing six sets of orders to confuse the spies.

Coming from Northeast Baltimore County, I can vouch that West Baltimore is a close third!

Gotta agree with the West Baltimore claim, though East Baltimore and South Baltimore are rough, as well. Might as well just say Baltimore in general and be done with it. I got lost in Southwest B'more one time trying to find a shortcut to church (near the harbor) and felt like I was in a war zone. Cats were grabbing waistbands to let me know they were strapped at 7:15 a.m. on a Sunday. They hadn't been to bed yet and I was on my way to church. I've been through a lot of rough parts of a lot of rough cities and Baltimore can roll with the best of them. I feel bad for kids who grow up in the city. It's just a cycle of poverty and violence. Of course, it's nothing compared to third-world countries. That's one thing peole in the U.S. fail to recognize. Yeah, we have rough areas, but we don't have militia with .50 cals mounted on trucks rolling through our streets.
