Having known many folks in Africa, there are areas where many laws are written, but, enforcement is anything but a reality. For instance, in different parts of the Sudan, you can literally be killed for nothing other than fun (or your tribal ancestry) and there will be no consequences. Hence, not many people travel to the Sudan except those who don't know or those who must and willingly accept the risks. There are many other countries like this. Basically, anywhere the third world is well and alive.
