Having known many folks in Africa, there are areas where many laws are written, but, enforcement is anything but a reality. For instance, in different parts of the Sudan, you can literally be killed for nothing other than fun (or your tribal ancestry) and there will be no consequences. Hence, not many people travel to the Sudan except those who don't know or those who must and willingly accept the risks. There are many other countries like this. Basically, anywhere the third world is well and alive.
There's a group of laws that regulate what goes on in Antarctica. People seem to follow them.
I'd nominate someplace like Mogadishu. There may be a government somewhere, but it's not doing anything.

Lawless doesn't necessarily mean dangerous, and many very dangerous places are subject to a lot of laws.
For example, the Baja coast in Mexico is incredibly dangerous right now, but there are a lot of Mexican federal, state, and local laws governing the area.
Somalia seems to be the one place that everyone can agree is effectively lawless as well as extremely dangerous. I go with it.

I was going to point this out as well. Don't know if there are any laws in Antarctica or not except for what I've read on wikipedia (actually a couple of my friends are about to ship out down there), but half the people that live there are research scientists so it's not like there's going to be a lot of crime.
Antarctica may actually have the most enforceable laws of any location on the planet. Check this out:

Basically, it says that the laws of each residents respective country applies to them as individuals.

Letsrun is pretty lawless, but less so compared to TnFMedia.com was back in the day. We have mods here. They make up their own rules as they ago. Otherwise, it's a free-for-all.

Well that's not actually true where ever she is is filled with laws it's just that they are her laws and hers alone.
The Soviet Union occupied Eastern Europe in the 1940s after WWII. Gorbachov ended the occupation in the 1980's and returned sovereignty to the people of Eastern Europe.
The United States occupied Palestine in the 1940's after WWII. Obama has yet to end the occupation and has yet to return sovereignty to the people of Palestine.
