two choices:
do what Jens Voight does - bark 'shut up legs!' when it gets hard.
Or go the salazar route and pack yourself in ice for a while before the race.
Yes, train in the heat.
Shorter warmup. Go out easy and save everything for the last mi. Most people who are not accustomed to racing in the heat think they can run very close to their usual pace. They end up finishing 15-30 sec a mi slower than they went out. Let everyone go out ahead of you and real them in as they implode.
This probably only works for longer races but I remember reading in Running with Lydiard how Lydiard used heat as an advantage to beat much better runners. At the New Zealand marathon championships he was facing a rival much better than he, but also one in a cooler climate, and the day of the championships was very hot. So Lydiard went out very hard for the first 5 miles or so, pulling his rival along with him, then completely dropped off to a more sane pace while his rival, thinking Lydiard was in poor form kept on plugging ahead. Eventually, the combination of the heat and the strain from the early pace got to the better runner and Lydiard was able to pull ahead and win easily.
Pre-cool by "warming-up" while wearing an ice vest.

Here in the desert SW it helps to throw water on your face, over your head at water stations (if it's a longer race). It evaporates quickly and cools you off. Pour a bottle of water over your head at the start if you're already hot. Don't know if any of this helps in high humidity areas.
Obviously it helps to dress lightly. Sounds obvious but I still see people running in 5k, 10k type races wearing 2 shirts or long pants.
Use a hat if there's direct sun but make sure it's a very light one that ventilates.
If it's a road race choose shady areas to run through if there are any. Sometimes one side of a street will have shade.
