I've done it. Try it for a couple weeks and see how your feet and legs feel.

It works ok for me, though I have a leg length discrepancy (part of the reason I wear it), and I tend to wear out the uppers of that shoe way earlier than the uppers of the other shoe.
Its usually a bad idea. Putting an arch (especially a massive one like powerstep) in one shoe and not the other can create an artificial leg length discrepancy, which can lead to serious, long term injury problems.
