These magazines are commonly carried in pouches that rely on tight fit & friction--no snaps or buckles. This is of course so the mag can be gotten out as quickly as possible.
This one probably wasn't as tight as it should have been so the mag fell out. And I bet it was a leather pouch. The plastic ones such as made by BladeTech of Puyallup, WA provide better retention and still allow quick access.
I don't think this incident was worth a national news story. The mag is not much of a threat without the gun to go with it. It's like saying a 12 year old got ahold of a beer mug. OMG! Who cares unless it had beer in it.
At least on Southwest the magazine got to fly free. On American they would have charged you $35 for a spare magazine.
