You can try to tie everything back to lack of education and bad schools, but the schools are not the root of the problem.
The real problem are the people who say "Whats the point" -- they have already given up on themselves if they can't see the value of an education, even if it is not the best education possible. A high school diploma is still better than none, no matter the status of the school.
This is a personal, individual decision that this person has made to fail -- often abetted and accepted by parents, friends, relatives, and any other who don't urge or compel this student to stay in school and graduate.

You sound like one of those fake "pull yourself up by your bootstrap" republicans. Saying it is a individual decision to fail is simplistic. Your total environment and how you were raised as a child form your thought process. If you truely believed a bad environment is an EXCUSE, then you would be the type of person who didnt care what their child did. It would be OK for your child to be around drug dealers and thugs, see their mother screw different men daily, not go to school, smoke weed, have babies, etc. In your "no excuses" world, all that wouldnt matter because life is only about individual decision making.
In reality, you are probably very concerned about who your children hang out with, what type of environment they are raised in, making sure they dont do drugs, making sure they get a good education and so on. ITS IMPORTANT BECAUSE THOSE THINGS WILL SHAPE A CHILDS FUTURE. A child has to be 10x as strong as a normal child to shake that "ghetto" mindset.
Look how many little white kids fall apart when something as simple as their parents getting a divorce happens. For the most part, white kids could NEVER handle the shit these minority kids go through.
