A local Virginia state school posted their new track and field recruits and many of them were from foreign countries.. I couldn't understand why a state school that was rich with high school talent wouldn't do a better job of recruiting kids from in state.. I lost all respect for their program that day

What's the fraction of NCAA athletics scholarships given to oversees students, compared to the total fraction of overseas students at the same schools, and compared to the fraction of academic scholarships going to overseas students at the same schools?
The American collegiate sports system is extremely attractive to overseas athletes, not only those from Kenya, but also to those from Europe. But given that some top schools, such as Stanford, have a considerable fraction of international students (and an even higher fraction of international staff), it would be odd if they didn't also have a considerable fraction of international student athletes. And it's quite natural that these will be over-represented in sports that are practiced overseas (such as athletics, tennis or swimming) compared to sports that are predominantly practised in the US, such as football.
International students don't take places from American students; but they often add to the experience, both academically and culturally. I think the same is true for international student athletes. In those cases where a school's athletes are indeed completely disconnected from the rest of the school, I'd question the benefit of having an athletics department in the first place, rather than the specific selection of their athletes.
