I'm not sure. I think it's near impossible to get a global perspective on this, as it's so influenced by the country you live in. You live in one country, you think certain countries are hated, you move to another country, and there different ones are hated. Here, France, Germany, USA (sorry), Iraq, Afghanistan, Russia are probably the most hated. Personally I think it's stupid to hate an entire country but there you go.
The notion that the USA or England are hated across the world needs some clarification. In the vast majority of places in which there are large protests agains the US and our allies, when people are asked, what they hate is the government's foreign relations policies, not the people of the US. In fact, many people in Iraq and Iran and other places where we're "hated" will openly say they love what the US represents, meaning the American Dream of anyone can succeed if they work hard.
I imagine that Israel is pretty widely hated. North Korea isn't loved, but I'm not sure that it qualifies as hated exactly.

England is hated by the Welsh, Scots and Irish. Britain has a strong friendly rivalry and a complex relationship with lots of the former empire, especially Australia and New Zealand, India, South Africa and Zimbabwe. Britain is also hated by countries we've had wars with in the past (Argentina, Spain, France, Russia and to an extent Germany). Much of the Middle East hates Britain (especially Iran and Iraq).
Very few countries actually like Britain, the Poles tend to like us (legacy of WW2, Thatcher) the Dutch (they like us much more than they like the French or Germans, they see us a similar) and the Japanese (see us as similar tea-drinking, island peoples with a long established monarchy on the edge of an often hostile continent).
I've been to Holland a million times. The only reason to dislike Holland is if you hate thin-as-a-rail smokers.
I don't think either the US or England is nearly as hated as some think. Much of the world is still dependent on these countries for major technological breakthroughs and as an economic trading partner. If these countries were to vanish off the face of the earth tomorrow, they would be sorely missed even by the haters.
I don't think that many people hate England anymore. It's not important enough to hate.
Look at immagration rates and tell me the US is really hated. In many cases envy pokes its head out in the form of hate. This is not 100%, but Im sure when people in other countries are being stoned to death by their government, they arent thinking, "This sucks, but boy am I glad I don't live in the USA."

Not only do many people in places where they "hate" the United States admire the American Dream, they would also immigrate here in a heartbeat.
Personally, I hate Oklahoma and Mississippi!

Turning the question around:
Is there any European country that is actually loved or respected around the world? Especially the 3rd world?
Perhaps Sweden or Norway? They don't get too involved in military action and give a lot of humanitarian aid.
I would say the U.S. is more hated now. We have our fingers in more pies. But if you're talking about the history of the world, you have to go with England. Nearly every major conflict can be traced back to them in some way.
More people would hate Tajikistan if they only knew it.
When the illegal immigrants (and legal citizens) are leaving the US in droves for better countries, and no one is coming in to take their place, then I would think that the US is hated at some level.
Until then, it is jealousy, not hatred. Sort of like Goldman Sachs. People say they hate Goldman, but would work there in a heartbeat if they had any chance of getting in.
