Carl Lewis, who made his name in Texas, but was born in AL, went to high school in NJ, college at the U of Houston, Olympic champ while a Texan representing the SMTC of California.

There is a difference between where you were Born, Hometown and Residence. Carl Lewis left Alabama as an infant, spent his formative years in New Jersey, went to college in Texas and has lived several place since then. Formative/where you went grade school generally defines your hometown.
Anther example:
Steph Curry, born in Ohio, left as an infant, lived in Toronto Canada for couple of years but spent the majority of his formative years in North Carolina and now lives in California. Assuming he stayed in California 2 more years, he would have lived there most of his life, but he surely tell you with pride his Hometown is Charlotte North Carolina.
Btw, Mary Decker was born in New Jersey and lived there for several years a child.
