1500m ='s are NOT on this list. Hell, Malmo ran a 3:40 1500m, worth a 3:58 mile and easily under the presumed 3:42 equivalent; but he's not on the list. I say 'count anyone who ran a 3:42 1500m or fasterj.' Nobody would 'die' that badly in 100m to miss a sub 4, would they?
The real question is, what state has the most sub-4 milers per capita? Is it Oregon?

Interesting to see Oregon and Washington up there with the 3 biggest states population-wise. Oregon easily has the most per capita. I was surprised to see Washington was ranked 12th in population.

Oregon seems to have the most sub-4 runners per capita, with Kansas being in second. I didn't look super hard but I don't think any other states were under 300,000 people per sub-4 runner:
Oregon - 3,747,455 / 18 = 208,191.944
Kansas - 2,775,997 / 10 = 277,599.7
New Mexico has ~2 million people and 4 sub-4 runners, so they aren't even close.
