Yes....but then add 1% to negate the lack of wind resistance on a treadmill: running on flat road outside = 1% incline on treadmill.

The effort to overcome air resistance is nothing when compared to a 15% grade. Besides, at 15% grade for 30 min, 8:30 pace would be a Herculean effort - how much resistance do you think would be generated by an 8:30 pace?

That may be true, but with no circulating air, I'm sweating like a dog because of heat buildup!
The 1% thing is an old myth. Forget it.
