I did a 5k race Saturday and my resting hr is still 20% higher than normal 2 days later. Does this happen to anyone else? Could it be over training?

Just scale it back for a few days and get an extra hour of sleep for a few nights. I wouldn't worry too much unless you did a workout the day after the race or anything.
