Ya, sorry. I'm either not awake yet or started New Years Eve too early.
I don't know that they have a cut-off number of registrants. It's a great event though, and the way that it's set up makes it fun all day.
I was in the second seeding group, so we got there a bit earlier than most people will. We were able to park at a church right by the stadium (kind of over by the field in front). It was good, because it wasn't a huge walk to the start, and the finish was right there.
I wish that I could shed more light on it for you, but it was ~5 years ago that I ran it.
What are the qualifying times for the second wave approx?
You will need to submit proof of a current race time in order to get seeded in a wave. Otherwise you will be in an unseeded wave with the walkers.
There are race shuttles also, so parking is not an issue. You cannot park at the starting line. You might get towed if you park at the church since there may be a funeral that day.

Like I said, things may have changed, but the church was charging to park there. I think that it was like $5.00, or so.
These types of threads just get under my skin. Instead of posting question after question to Letsrun readers, why not spend 10 seconds and go to the actual race website for the correct information? You might even get the name of the race right.
Don't be a dumb tourist, park in the McGuckin parking lot (east side) or the 29th Street parking lot (southwest end), it's free.
I've never seen a funeral at the student Methodist church on Folsom near Colorado and they wouldn't schedule a funeral for that day if they ever have funerals there.
