If it's been a couple of years, but not many years, you still need to give the good stuff. That means fancy dinner, jewelry, really nice sweaters...whatever she likes except much nicer than usual.
Well Im a poor college kid, so anything within constricted budget restraints?

I always like it best when my boyfriend surprises me. One time we went on a run on my birthday and ended up at a really romantic bed and breakfast that he had booked the night. The element of surprise works wonderfully.
Do you live where it's cold? If so, a nice fleece top or jacket for running would be great and are typically about $50. That is something I wouldn't splurge on for myself, but would love to get as a gift.
If she's into jewelry, you could find a nice necklace or earrings that are reasonably priced. If you're not sure of what she likes, give her some sales ads or a catalog for jewelry and ask what types she likes. I'd rather be asked my opinion and less surprised when I get the gift than get something hideously gaudy.
Other thoughts - a gift certificate for a massage (running store by me does 30 min for $35). Any type of workout equipment like an excercise ball, resistance bands, foam roller, free weights, etc. You could take her out for a dinner at a nice restaurant and take her shopping for a new dress to wear beforehand. Is there a race she's looking to do? Pay her entry fee and offer to train a few times with her to help her do her best.

How much do you have to spend? What does she like? Is she a runner? The only problem with jewelry is if she might be expecting an engagement ring. I don't know if that's something you've discussed or want to do, but you've been together for a while. So make sure you get a necklace or something in a different shaped box if you do that so she doesn't get the wrong idea.
If you're poor, then cook her dinner and give her a massage yourself and put some time and effort into it. Get her a few cheap but useful things- paperback books, candy (I like jelly bellys), tea or coffee, notepads or desk supplies.
Don't try to substitute something cheap for something that should be quality (it's really bad getting cheap jewelry and being expected to wear it). And unless she likes that kind of thing, don't get her a bunch of cheap, cutesy but useless gag gifts.
If you have money for one big gift, what about a running jacket. Maybe a laptop bag or IPOD speakers if she has either of those things. I'm not a good person for ideas for most women, I asked for a paper shredder for Christmas.
Unless you know her sense of style very well, or are exceptionally metrosexual, I'd stay away from picking out gifts that are mainly based on fashion. My mother has known me for 28 years and she's another woman, and she still buys me stuff that ends up at the Goodwill.
great gifts don't have to cost money. do something romantic and surprise her. or get her a series of small (but nice) things and have her find them throughout the day (or give them to people who will see her, and have them give them to her). this could be like a book, dvd, some running stuff, etc etc. you could also make her dinner.

Well i don't know. Got my girl a Suzanne Somers Thigh master, Buns of Steel video and a low cal cookbook a few Christmases ago and she broke with me a few days later at a new year's eve party after I caught her making out with my friend.
i'd still take her back.
Go to an antique shop. Those places usually have jewelry which is affordable, very quality from estates and unique.
You can easily for $50 to $100 pick up earrings, bracelets or rings that are authentic onyx, garnett, turquoise....
As the poster stated above; buying a unique, seldom seen authentic gem set in an unusual manner will be more attractive to your girlfriend than a cheap imitation of something new.
Twenty years later, my wife is still asked about some of the pieces when she wears them to work or out on the town.
Take someone with you who if you don't have an eye for art.
