I will be living near 28th and Connecticut Ave, NW this winter. Where are the best places (ie trails) to run on? Also, where is the closest track facility for workouts? Is anyone around here too for workouts (low 16/high 15:xx 5k time)

Here's a map of Rock Creek Park--good trails, close by:

My favorite is Glover-Archibald (3.5 miles one way, connects to other trails and the canal)
Capital Crescent is great for runners (and bikers), it starts near Georgetown. Here's more info and a list of other trails in the area:

I do my track workouts at Cardozo HS, which is at 13th and Florida Ave.
Georgetown University's track is around 38th and R, although it's only 320m.
Thats where i train
The C&O trail is crushed gravel and runs from Georgetown all the way to WV.
Ahhh, there's so much good running in DC. Rock creek park, glover archibald, C&O canal, crescent trai, potomac trail, tidal basin, etc etc etc! Make sure to check out theodore roosevelt island, too.
If you're looking for guys to run with, I know the Georgetown Running Co. does some training runs. It's a nice store too, very helpful there. It's along M Street, I think on the corner of 34th?
DC is really good for running (except maybe a little hot in the summer).
Have fun!
You also will be living very near a Fleet Feet owned by Mayor Fenty's parents. http://www.fleetfeetdc.com/
Adrian Fenty's (DC's mayor) dad owns the Fleet Feet near where you're moving.
