I think that wherever a runner fundamentally developed his/her running skills they should be allowed to compete there. That means that Meb should by all means compete for the U.S. Khannouchi however, should not. With Lagat, it becomes more difficult. Although he'd been already running for a couple of years when he went to Washington, he was still a basicly unknown and unestablished runner, so arguably you could say that he developed fundamentally in the United States
