i would do the run except that i can only handle up to 4 easy with what i'm doing in the afternoon, which would take me about 30 min. Is that still better than an hour of stationary biking?
imoif you want to get better at running, run even if only for 30 minutesi feel like biking is good for general fitness but it won't make you a faster or more efficient runner... if i had that extra time i would do 4 miles with strides at the end

Yes. You're a runner.
I wouldn't ditch the bike. Depending on how much lifting you are doing, the bike may provide your muscles an added workout that will build better overall strength. Also, I always feel like a good bike after a few days of hard workouts stretches my legs and makes them feel stronger, especially if I am having any Achilles issues.
I have no credentials to back up my statement.
Sounds like you want us to say that the biking would be better, but I have to agree with most of the posters above that you would benefit more from getting out for a run, even if it's only an easy four miles.
You would have to ride for two hours to get the same equivalent benefit of running easily for 4 miles at say 7 minute mile pace. I have felt for a long time that cycling also makes slower runners. Look at the calf muscles of a lot of cyclists an they look like giant drumsticks on a turkey. Save the bike for when you are injured and can't run.
