If you were only going to do one workout over and over, then I would say the Roger Bannister classic of 400 repeats either at goal pace with diminishing rests from session to session, or set recoveries and faster split times from session to session.
BUT...the whole magic workout thing is a bad idea, because no single workout will make you a better runner. It is, as always, a culmination of aerobic base that has been built up, varied workouts that work on different facets of your running (pacework, hillwork, anaerobic development over optimum periods of time, pure speedwork, etc.), and how 'sharpened' or 'peaked' you are at a particular point in time that will determine your performance.
You are totally right, for sure. But just out of curiosity, what exactly is the Bannister workout. How many interevals, and what kind of rest?

The way Bannister did them was 10X400 slightly faster than mile pace with 2 minute rest. That was usually done twice a week, with 3X1.5 mile and 3/4 mile time trials also done.
But that as a long time ago. These days we know that cutting the rest to 60-75 seconds (30 seconds if your name's Steve Scott) works better--but it's a harder workout.
