But seriously, the fault here lies with an officer who I guess fired into a lake, a no-no they teach you in any basic firearm safety course. The gun didn't do anything, a trained individual made a mistake, it happens.

So what you are saying is that even when used by a trained individual, that guns are not necessarily safe.
