ive run 1:49, im a miler though. are you a 4/8 guy, or 8/15? do you run cross because if so, it might not be for an 8/15 guy who runs cross. that is if thats your highest, not your average. its rare that a speicific 8 guy go that high though

i ran 1:49 and the cross season before had a high week of 88 miles. i only averaged around 75 though. i mainly ran it to get better for XC, not to benefit track (i.e I don't think that running 80mpw is neccessary for a pure 800 runner). i certainly don't think it hurt my 800 (especially since i didn't get injured), there is a good 6-7 months to work on speed and getting stronger (as in muscle mass and sprinting power, not aerobically) after XC before nationals.
If you don't do a base, then you aren't a runner. Period.

no it depends on the runner....I was 65 mpw then droped to 55 = 1:50
80 is way way to much for the 800... 50 is better
It depends on the guy. I actually PR'd in the 800 by 5 seconds by lowering my mileage from 70 to 40MPW. However, I couldn't break my PR in the 1500, and I got nowhere near my PR in the 5K.
On the other hand, I know a guy who PRed in the 800 with an increase in mileage from 60MPW to 85MPW.
I don't know if this made a difference, but I lived at altitude (5700ft) while the other guy lived at sea level. Maybe doing all those miles at altitude killed my leg speed.
