yes, we all know the Ivies are sneaky and do indeed have fully funded programs.
I would guess that several large state schools are fully funded too.
All programs are given the same amount of full scholarships. It depends on Division.
No they are allowed the same number of scholarships, it is up to the specific school if they use all of them.

Division II gets 12.6 for men and 12.6 for women.
Yes, but the point is that some schools do not use the full allowance, because they have to balance budgets and track brings in nothing. Also, there may be gender-equity issues that require holding back scholarship in certain men's sports.

Doesn't the University of Nike at Eugene get 12.6 for men plus at least one, fully paid, ad hoc professional contract on the side ( more if the caliber of athlete is there)?
