Before you talk about Rupp breaking 13, let's see if he can break 4, break 13:20, win a NC XC title and pass a drug test.
This has already been debunked. Rupp can run sub 4:00. I mean he ran 3:44/7:49 for 1500/3K 2 years ago, and I think we can all agree he is in much better shape now.
Someone used Teg's 1500 time as a benchmark, why not go with the guy who's actually been to 12:xx. BK only ran 3:56 (Though according to his wikipedia article he regularly broke 4 in practice). I think Rupp can run that now, but I don't think that means he will run under 13.
To sum up, he has the requisite speed, does that mean I think he can do it? No. I don't see him ever focusing solely on the 5K, He and Salazar seem to be very 10K+ type thinkers.
On a side note, how come Bob Kennedy, possibly the most dominating American runner ever, is not the default subject of wikipedia's "Bob Kennedy" article? The default is a 1940s-50s Baseball player/manager who was a lifetime .254 hitter with only 63 HRs in 16 season (<4 a season) and who had a losing record as a manager. Is there anyway we can petition for BK to be the primary result?
