I used to do hill repeats on the TC Jester overpass years ago. There was room to run outside the traffic lanes.
From what I recall, the MP track was either 400 or 440 yds if you stayed outside the painted white line. Is that line still there?
US World Cross Trials were held in Buffalo Bayou about 5 years ago. There are some inclines there.
Kenyan way and some other programs do hills on the bayou at memorial and shepard....I count teh track at the park as 400 if you run to the right of the white line.
You might try the ramps at the stadium at Rice.
Depending on what you consider a "hill", we had to go to a gravel pit in a little town between Rosenburg and West Columbia.
I would look for a parking garage that is empty on the weekends.
How far out of houston are you willing to travel?
If you live close to Memorial park your best bet is probably along allen parkway/buffalo bayou.
