The reason women have 18 scholarships is because football has 85 in DI-A and there is no equivalent of football for women. (Rowing has similar squad numbers but no one will stand for adding scholarships for rowing). You cannot make the argument that because a group hasn't had the opportunity to do something in the past, they aren't interested in it now. Look at how much women's sport has grown since Title IX began being actively enforced for sports in the 90s. The current administration does not enforce title IX, (The OCR is underfunded) so the schools are not going to be hit with any legal action from the government. The only thing that can be done is individual law suits. Title IX was meant to allow women the opportunity to go to schools like Harvard and Yale and also allow them to get medical and law degrees. The argument in the 70s was women weren't interested in practicing law. Law schools now have more women. You have to have the opportunity before there is the interest.
